What this sprint covers &ZeroWidthSpace;

Phase-1 foundation work, owned by the ADO Epic Build Platform (AB#3074). The Features grouped into the early Phase-1 sprints (2026-Q3-S1, 2026-Q3-S2):

Provision free-tier Azure infrastructure as Bicep IaC.
Establish dev / test / prod environments.
Configure GitHub Actions CI/CD (ADR 0004).
Integrate Key Vault for all secrets.
Stand up the observability baseline (ADR 0005).
Scaffold the monorepo apps/* + packages/* workspaces.

Phase gate &ZeroWidthSpace;

Phase 1 does not begin until its ADO Epic is planned and a sprint is activated in ADO. Phase 0 (decisions/ADRs) is complete — ADRs 0001-0024 all Accepted.
